Consistency with the New Zealand Bill of Rights Act 1990: Social Workers
Registration Amendment Bill
- We
have considered whether the Social Workers Registration Amendment Bill (the
Bill) is consistent with the rights and freedoms affirmed
in the New Zealand
Bill of Rights Act 1990 (the Bill of Rights Act).
- We
have not yet received a final version of the Bill. This advice has been prepared
in relation to the latest version of the Bill
(PCO 24529/7.0). We will provide
you with further advice if the final version includes amendments that affect the
conclusions in
this advice.
- The
Bill seeks to improve the effectiveness and efficiency of the operation of the
Social Workers Registration Act 2003 (the principal
Act). It makes amendments to
reduce delays in processes under the principal Act and clarify functions that
were provided for under
the Social Workers Registration Legislation Act 2019. It
also makes technical amendments to address inconsistencies and update
language.
- We
do not consider that the Bill engages any of the rights and freedoms in the Bill
of Rights Act. We have therefore concluded that
the Bill appears to be
consistent with the rights and freedoms affirmed in the Bill of Rights Act.
