Consistency with the New Zealand Bill of Rights Act 1990: Land Transport (Clean
Vehicle Discount Scheme Repeal) Amendment Bill
Purpose
- We
have considered whether the Land Transport (Clean Vehicle Discount Scheme
Repeal) Amendment Bill (the Bill) is consistent with
the rights and freedoms
affirmed in the New Zealand Bill of Rights Act 1990 (the Bill of Rights
Act).
- We
have not yet received a final version of the Bill. This advice has been prepared
in relation to the latest version of the Bill
(PCO 25948/3.0). We will provide
you with further advice if the final version includes amendments that affect the
conclusions in
this advice.
- The
Bill ends the Clean Vehicle Discount Scheme, which was initially introduced on 1
July 2021 to help increase the uptake of low-emission
light vehicles as a means
to reduce greenhouse gas emissions from transport.
- This
Bill is an omnibus Bill that amends the Land Transport Act 1998, the Land
Transport Management Act 2003, the Land Transport (Motor
Vehicle Registration
and Licensing) Regulations 2011, and the Energy Efficiency (Vehicle Energy
Economy Labelling) Regulations 2007.
It also revokes the Land Transport (Clean
Vehicle Discount Scheme Charges) Regulations 2022 in their entirety.
- We
have concluded that the Bill appears to be consistent with the rights and
freedoms affirmed in the Bill of Rights Act.
