1. I have reviewed this draft Bill for consistency with the New Zealand Bill of Rights Act 1990. The Bill does not raise any apparent inconsistency.
2. The bill relates to several matters:
   
   • 2.1 The law relating to publishing, reprinting, and revision of legislation;
   • 2.2 Disallowance of subordinate legislation by resolution of the House of Representatives;
   • 2.3 Incorporation of material into subordinate legislation by reference; and
   • 2.4 Administration of the Parliamentary Counsel Office, including the appointment and powers of the Chief Parliamentary Counsel.
     
3. None of the provisions in this Bill appear to be inconsistent with the New Zealand Bill of Rights Act.
4. In accordance with Crown Law practice, this opinion has peer reviewed by Victoria Casey, Crown Counsel.
